Stax: namespace attribute not writen in non-repairing mode for second sibling

If an element immediately follows another element of the same namespace, where the namespace is not in scope, the first element properly has the namespace attribute written out, but the second element does not. This only happens in non-repairing mode.

A test case exhibiting the bug is attached as a patch against r1658.
